Los Angeles County launches World Cup safety campaign with focus on alcohol, drugs and overdose prevention

As Los Angeles County prepares to welcome visitors and global attention during the 2026 FIFA World Cup, local public health and emergency agencies have launched the “Winning Starts With…” campaign to help residents and fans celebrate safely. The campaign brings together guidance on heat, hydration, food safety, disease prevention, road safety and access to health services, with special attention to the risks linked to alcohol, drugs and large public gatherings.

A key part of the campaign is safer celebration. Public Health reminds fans to plan ahead and never drive or operate a vehicle while impaired by alcohol or other substances. The campaign materials encourage people to arrange a sober driver, use rideshare services, take public transport such as LA Metro, or ask someone who is not drinking or using substances for a ride. One of the alcohol-focused materials also reminds people that alcohol and substances can impair judgment even when a person feels “fine.”

The campaign also includes practical harm reduction advice for people who use drugs. LA County encourages people to carry naloxone, avoid mixing substances, never use alone, and use fentanyl test strips before taking drugs. The overdose prevention materials also explain warning signs such as slow or stopped breathing, gurgling or loud snoring, clammy skin, bluish-gray lips or nails, small “pin-point” pupils, and being unable to wake the person. If someone may be overdosing, the instruction is direct: call 911 immediately and give naloxone.

The “Winning Starts With…” webpage also gives residents and visitors access to an interactive map showing fan support locations, hydration stations, transit information, community safety resources, urgent care clinics, hospitals, pharmacies and other health access points. Free naloxone will also be available at designated fan zones and community health stations. By combining celebration with clear alcohol and drug safety advice, Los Angeles County is using the World Cup as an opportunity to make public health information visible, practical and easy to act on.
